Roles and authority of IAOA regional liaison representatives
1. International Liaison Network
IAOA develops international cooperation through its Secretariat in Hong Kong and a growing network of regional liaison representatives. The network supports communication, regional engagement and the coordination of international projects and academic initiatives.
2. Role of Liaison Representatives
- Support communication with institutions, experts and project communities in the relevant region.
- Identify appropriate academic, cultural, educational and innovation opportunities.
- Assist with meetings, visits, events and project coordination where authorised.
- Provide regional information and feedback to the IAOA Secretariat.
- Communicate approved IAOA activities accurately and responsibly.
3. Limits of Authority
A liaison representative may not bind IAOA, sign contracts, make financial commitments, appoint personnel, issue official certificates, promise publication, grant partnership status or use third-party logos unless specific written authority has been provided.
4. Public Description
The preferred descriptions are “regional liaison representative”, “international liaison representative” or “liaison presence”. The term “representative office” should be used only where a formal office, address and applicable legal or administrative basis have been confirmed.
5. Current Locations
IAOA may describe liaison representatives or liaison presence in Paris, France; Amsterdam, the Netherlands; Tashkent, Uzbekistan; Moscow, Russia; and Monrovia, Liberia. Names and contact details should be published only with appropriate approval and periodically verified.
6. Appointment, Conduct and Verification
Appointments should be documented in writing, identify the territory or function, state the appointment period and confirm the limits of authority. Representatives should protect confidential information, disclose conflicts of interest and avoid presenting personal commercial activity as an IAOA activity unless formally approved.
